Budget Committee Minutes

  • This meeting was held via teleconference. Various committee members were physically present and others attended via teleconferencing. Those physically present are noted with an *.

 

Be it remembered that a meeting of the Sequatchie County Budget Committee was held on the 20th day of April 2020 at 6:30 pm at the Sequatchie County Courthouse. Presiding over the meeting was Budget Chairman Jeff Barger. Also present and taking Minutes was County Clerk Charlotte Cagle. Committee members present were as follows:

*Chester Shell , Bobby Sherman, Jimbo Breland, Ronnie Land,* Jeff Barger(Chairman), Terry Dishman, Ray Hobbs,*Tommy Johnson, *Tom Vennero.  Also present were *County Executive Keith Cartwright, Brenda Antal (Finance Director). There being a quorum the following business was transacted.

  1. $50,000.00 (COVID supplies & readiness)- A motion was made by Chester Shell to approve the transfer of $50,000.00 FROM line item 101-39000(fund balance) TO line item 101-54490-499(EMA supplies). After some discussion, the motion was approved by a roll call vote with the following results: YES: Shell, Sherman, Breland, Land, Barger, Dishman, Hobbs, Johnson, Vennero. The transfer was approved. Tommy Johnson brought up the possibility of additional funds for EMA. This would be handled at a later time in the meeting.
  2. $ 1,804.57(Election office equipment)- A motion was made by Jimbo Breland to approve the transfer of $1,804.57 FROM line item 101-39000(fund balance) TO line item 101-51500-719(election office equipment). A second was made by Terry Dishman and was approved by a roll call vote with the following results: (YES) Shell, Sherman, Breland, Land, Barger, Dishman, Hobbs, Johnson, Vennero. The transfer was approved.
  3. WAIVE 5 day Rule (Additional Funds COVID) – A motion was made by Jimbo Breland to waive the 5 day rule in regard to transferring additional funds for COVID Preparedness. A second was made by Terry Dishman.
  4. $300,000.00 (COVID )- A motion was made by Tommy Johnson to transfer from 101-39000 General Fund the amount of $300,000.00 TO line item 101-54490(EMA Supplies) to be used by the EMA which will be reimbursed 87 ½ percent thru state and / or federal grants. A second was made by Tom Vennero. This opened the floor for discussion. After a lengthy discussion by committee members and commissioners, and explanations of expenditures and revenues by Director Winfred Smith and Finance Director Brenda Antal, with the finance side of the issue, a roll call vote was taken with the following results:(YES) Sherman, Breland, Land, Barger, Dishman, Johnson, Vennero;  NO(2) Shell , Hobbs. The transfer was approved.

5.STATE SURPLUS GRANT ($615,360.00)- County Executive Keith Cartwright updated the Commission on a grant for aid and support for Counties. No action was needed at this time.

6.Park Maintenance Contract- Chairman Jeff Barger put forth a recommendation of the Park Committee to approve the total bid of $88,500.00 for a 3 year contract to maintain the grounds at John Griswold Ball Park. Barger explained that there were two bids but the committee chose the higher of the bids due to the quality of work by Hudson Landscaping who had received the contract in prior year. A motion was made by Jimbo Breland to approve the acceptance of the bid for Hudson Landscaping. A second was made by Terry Dishman. A roll call vote was taken with the following results: YES (8) Shell, Sherman, Breland, Land, Dishman, Hobbs, Johnson. Tom Vennero abstain due to conflict of interest as both bidders are his clients. The motion was approved.

  1. CONTRACT CTC Company COMMUNCATION at JAIL- Chairman Jeff Barger presented the recommendation of Sheriff Coy Swanger to use CTC company for Communication (phone cards, video, etc) at the Sequatchie County Jail. A motion was made to approve CTC for 48 months by Jimbo Breland and second by Terry Dishman. The motion was approved by the following results: YES (9) Shell, Sherman, Breland, Land, Barger, Dishman, Hobbs, Johnson, Vennero. The motion was approved.
  2. $ 80,000.00(REVOLVING LOAN FOR USE BY SEQUATCHIE COUNTY BUSINESS OWNERS)- A motion was made by Ronnie Land to allow grants to local Sequatchie Businesses in amounts between $2,000.00 – $5,000.00. This would come from a revolving loan that will be managed by South East Tn Development District. A second was made by Chester Shell and was approved by a roll call vote with the following results: YES (9) Shell, Sherman, Breland, Land, Barger, Dishman, Hobbs, Johnson, Vennero.

 

With no further business to address by the Committee, the Budget Committee meeting was adjourned.
