RE: Economic Recovery

Greetings,

On March 16th 2020 in an effort to mitigate the spread of COVID-19, all Sequatchie County Schools where closed and all Sequatchie County Offices were closed to the public along with all public meetings and gatherings.

On March 23, 2020, I declared a “STATE OF EMERGENCY” in Sequatchie County by authority granted by Tennessee Code Annotate §58-2-110 and 38-9-103, in the interest of public safety and welfare. Federal, State, and Local Health Officials Determined and Advised that extraordinary and immediate measures must be taken to respond quickly to COVID-19, to prevent community spread and to alleviate suffering.

The above mentioned Declaration put into motion the execution of our (EMP) Emergency Management Plan. With the Sequatchie County COVID-9 task force and others, I have exercised the direction and control of the EMP.  I have directed personnel, determined utilization of facilities and equipment required to initiate response activities.

On March 26, we called for a “SAFER AT HOME” directive with a list of Essential and Non-Essential Businesses and Guidelines with the main focus being on “LIMITING ALL MOVEMENT” outside the home beyond what is absolutely necessary to care of essential needs. NO CURFEWS have been mandated.

We are in a 2 Fold storm: Health and Economic. We are doing what we can relative to health by encouraging everyone to follow CDC guidelines (wash hands, stay home, social distancing, and cover mouth/nose) and implementing strategies with our Health Department, Nursing home, Jail and EMS.

An Economic RECOVERY PLAN is vital. WE have outlined such a plan to give us a “ROAD MAP” back to economic wellness and viability.

I believe it is NOW time to begin the guarded road back to normalcy.

First:

* Encourage restriction of visitation to all Nursing Homes/ Asst. Living and Jail facilities.

* Strongly encourage those susceptible to “Shelter- in Place”

* Local Health Facilities are able to safely treat and test patients.

* Governor lifts stay at home order

REOPEN PHASE 1   (FRIDAY, MAY 1ST)

A. MEASURES/ACTIONS

* STRONGLY ENCOURAGE MASK (as available) AND SOCIAL DISTANCING GUIDELINES. .

* REOPEN BANKS, FINANCIAL INSTITUTIONS, CHURCHES, RESTAURANTS, GYMS AND RETAIL TO 50% CAPACITY WITH SOCIAL DISTANCING GUIDELINES

* REOPEN CLOSED FACTORIES AND COMPANIES WITH MASKS AND SOCIAL DISTANCING GUIDELINES

* ENCOURAGE NO GATHERINGS OF 10 OR MORE WHERE SOCIAL DISTANCING IS NOT FEASIBLE (FUNERALS, WEDDINGS, EVENTS, CHURCHES, ECT)

 

B. RETROACTIVE STEPS( IF NECESSARY)

* SUBSTANTIAL INCREASE IN NUMBER OF NEW CASES

* ER/HOSPITALS NO LONGER CAN SAFELY TREAT PATIENTS

 

C. HOW TO MOVE TO NEXT STEP( PHASE 2)

* LIMITED NUMBER OF NEW CASES

* ER/ HOSPITALS ABLE TO TREAT PATIENTS WITHOUT CRISIS STANDARDS

 

REOPEN PHASE 2  (  FRIDAY,MAY 15)

A. MEASURES/ACTIONS

* ALL COUNTY OFFICES OPEN TO PUBLIC (MASK SOCIAL, DISTANCING)

* OPEN NON ESSENTIAL SERVICES; NAIL SALON, HAIR SALONS, TATTOO SHOPS BARBER   SHOPS, PET GROOMING. (MASK, SOCIAL DISTANCING)

* CITY AND COUNTY PARKS OPEN TO PUBLIC INCLUDING POOLS, SPLASHPAD, AND FARMERS MARKET. (MASK, SOCIAL DISTANCING)

* ENCOURAGE NO GATHERINGS OF 10 OR MORE WHERE SOCIAL DISTANCING IS NOT FEASIBLE (FUNERALS, WEDDINGS, EVENTS, CHURCHES, ECT)

B. RETROACTIVE STEPS

* RECEIVE A SUBSTANTIAL NUMBER OF NEW CASES

* ER/HOSPITALS NO LONGER CAN SAFELY TREAT PATIENTS

 

C. HOW TO MOVE TO NEXT STEP (PHASE 3)

* LIMITED NUMBER OF NEW CASES

* ER/HOSPITALS ABLE TO SAFELY TREAT PATIENTS WITHOUT CRISIS STANDARDS.

 

REOPEN PHASE 3 (FRIDAY JUNE 1)

A. MEASURES/ACTIONS

* ALL RETAIL AND RESTAURANT SPACES OPEN

* REMAIN VIGILANT OF OUR VULNERABLE POPULATION (NURSING HOMES. SENIORS, ASST. LIVING FACILITIES)

 

B. RETROACTIVE STEPS

* RECEIVE A SUBSTANTIAL NUMBER OF NEW CASES

* ER/HOSPITALS NO LONGER ABLE TO SAFELY TREAT PATIENTS

 

C. HOW TO MOVE TO NEXT STEP?

* LIMITED NUMBER OF NEW CASES

* ER/HOSPITALS ARE SAFELY ABLE TO TREAT ALL PATIENTS
